Randolph “Randy” Billie, son of the late Jasper and Ruby James- Billie, departed this life peacefully on February 25, 2024, in Richmond, VA. Randolph was born and raised in Sumter, SC. He was raised as a member of Congruity Presbyterian Church. Randy received his education in the public schools of Sumter County at Eastern High School. Later he attended the Job Corps in Kentucky. As an adult, he moved to Richmond, VA in the late 60’s. Randy, as we called him, worked for Philip Morris Tobacco Company and Building 5100 as a Maintenance Man until he retired. His hobby was fishing. Randy resided in Richmond, VA until his passing. He was preceded in death by his parents, Jasper and Ruby James-Billie; three brothers, James, Melvin and Ernest Billie and one brother-in-law, Lee Franklin. Randy leaves to cherish his precious memory: precious friend, Annette of Richmond, VA; three brothers, Jasper Billie Jr (Annie Hicks), Roland Billie (Ethel Kingwood), Samuel Billie; five sisters, Barbara Smith, Brenda Franklin, Charlene (Anthony) Brand, Patricia Taylor (Herbert Sumpter), Franchise (Larry) Hunter, all of Sumter, SC; one sister-in-law, Evette Billie of Richmond, VA; a special nephew, James Jackson of Richmond, VA, and a host of nieces, nephews, other relatives and friends. In accordance with the COVID-19 guidelines, the family is requesting that face masks and social distancing be observed by relatives and friends during visitation at the home, 7 West Hunter Street, Sumter. Funeral services will be held 1:00 p. m., Friday, March 8, 2024 at City of Refuge Outreach Ministry, 16 Carolina Avenue, Sumter, with Pastor Johnny Davis and Dr. Barbara Jean Davis, the Rev. Randolph Green, M. Div., Officiating. The procession will leave the home at 12:30 p. m. Burial will be in the Billie-Simon Cemetery, Gable.
